Voice VPNs were expense if based on private “leased-line” services or Centrex services.  This is because dedicated trunks were required between PBXs—typically 1.5/2Mbps leased lines. Also the PBX needed additional trunk cards to be installed to support the VPN services.

Nowadays most Voice VPNs are use IP-based systems i.e. Voice over IP (VoIP) however VoIP gateways can also be costly to purchase and in most cases would still require dedicated PBX trunks to be provisioned. Further, most VoIP services also have centralised call control servers (e.g. SIP server / H.323 Gatekeeper) which are used to providing signalling and routing of calls between the PBXs. This additional complexity adds to adds to the cost of the service.
